Peking will be withdrawn immediately upon an understanding having been arrived at; should meanwhile our Peking negotiations be concluded, we will offer business to new Syndicate for joint dealings.

Your telegram of 3rd. Anglo-Franco-German entente générale having been already established in principle, we regret you do not see your way to suspend Peking negotiations pending meeting. In any case, we would strongly urge you to negotiate only on Canton-Kowloon conditions as agreed Article 6.

British and Chinese Corporation confirm Memorandum 26th February. Keswick, Addis appointed representatives. Chinese Central meet to-morrow.

It is proposed representatives should meet London, Monday, 15th March. French agree. Hope you will agree also. Bland has just wired Chang Chih-tung offers conclude loan with us, Tien-tsin-Pukow terms; we have refused. Hope, therefore, you will support us in affirming Canton-Kowloon terms.

In accordance with decision our Syndicate, we are sorry cannot give Cordes new instructions, but in order to avoid any inconveniences we propose to meet London at earlier date, say middle or end next week. Anyhow, the 15th does not suit us, so eventually you must fix later date-say 18th,

Chinese Central Railways agree. Meyer, Jamieson appointed representatives. To meet your views, meeting fixed for Monday, 8th March; wire at once if suitable. All parties having now accepted, we consider you are bound by Article 6, and should immediately telegraph instructions to Cordes.

From Berlin, March 9, 1909.

As in accordance with our telegraphic correspondence Friday-Saturday last week, we could not instruct Cordes to withdraw from negotiations; the latter telegraphs that the Chinese Government has accepted an offer made by us for Deutsch-Chinesische Eisenbahn-Gesellschaft on 3,000,0007. 5 per Cent. Loan at 95 per cent, in terms Tien-tsin-Pukow Final Agreement for construction of Hankow-Canton Railway.

Bearing in mind that on your side preferential rights are claimed for this line, we think that the Chinese Government has accepted only for the purpose of trying to get better conditions from you. Will discuss matter on Friday, having reserved eventual participation English and French groups.

In accordance with your provision, British Minister, Peking, has been instructed consult with French colleague as to best means securing withdrawal or modification of your Preliminary Agreement Hankow-Canton Railway; presume German Minister instructed.

Replying to yesterday's. Our Syndicate cannot meet before Friday, therefore before any decision has been arrived at are sorry cannot approach our Foreign Office.

Your telegram of 16th. Have communicated contents our Foreign Office and Paris. In reply to Foreign Office inquiry I have stated that, in accordance with Minutes, you have instructed Cordes suspend loan negotiations and maintain status quo.

We are prepared to give Cordes the desired instructions, providing you agree to our appointing Chief Engineer for Hankow-Chengtu line. This was always our pronounced intention when proposing alternate appointment. Will be London 8th. Savoy Hotel.

Your telegram of the 5th. French wire absolutely impossible, arrive London before Thursday night, regret therefore impossible hold meeting before Friday morning. Hope you can arrange attend on that day, please wire at once so that I may inform French, and finally arrange for our meeting; regret your decision re Cordes regarding Hankow-Chengtu, you must submit matter to meeting of delegates, impossible for me anticipate their decision.
